Gloucester County Solid Waste Complex
Project Features:
- Engineering and environmental oversight for a 163-acre active sanitary landfill and associated facilities
- Ongoing support for landfill operations, closure, and post-closure compliance
- Design and construction of new landfill disposal cells to extend facility lifespan
- Comprehensive landfill gas (LFG) monitoring, emissions control, and regulatory reporting
- Groundwater and stormwater monitoring to protect surrounding environmental resources
- Financial planning and permitting support to ensure long-term regulatory compliance
- Implementation of corrective actions for stormwater and conveyance system deficiencies
- Support for State and federal environmental permits and funding programs
- Preparation of certified as-built documentation and construction completion reports
Services Provided:
- Solid Waste Engineer of Record services for landfill operations
- Engineering design for landfill cell construction (Cells 13 and 16)
- Design and oversight of double-composite liner systems, leachate collection, and pump stations
- Construction administration, inspection, and oversight of landfill improvements
- Landfill gas monitoring, emissions testing, and Title V Air Permit compliance support
- NJPDES permit compliance assistance for:
- Groundwater monitoring and statistical analysis (40 CFR 258 / GWPP)
- Stormwater detention basin monitoring and data analysis
- Preparation and updates of Closure and Post-Closure Financial Plans
- Soil and fill material review for alternative daily cover (ADC) and disposal approval
- Engineering design for corrective actions to failed stormwater conveyance systems
- NJDEP coordination, reporting, and regulatory compliance documentation
- Assistance with NJ Environmental Infrastructure Trust (NJEIT) loan applications
- Preparation of as-built drawings and NJDEP construction certification reports
